Monaghan Town Council on Monday night adopted a new bye-law which deems it unlawful to any person to beg or to conduct any street collection in Upper Mill Street in the town.
The measure – advocated in the main because of complaints of people being put under undue pressure by beggars and charitable cause collectors in the area of Monaghan Post Office – will come into effect in a month’s time.
